Question

A State A court entered a child-support order requiring Parent to pay $950 per month. At that time, Parent, Other Parent, and Child all lived in State A. Three years later, Other Parent and Child moved to State B. Parent moved to State C and works remotely for an employer headquartered in State D. No party now lives in State A. Parent has not paid support for six months. Other Parent registers the State A order in State B and asks State B to enforce the arrears, issue income withholding to Parent's employer, and increase support based on Parent's higher income.
Parent objects that State B has no power because State A entered the original order and Parent has never visited State B. Parent also files in State C to reduce support, arguing that Child spends summers there and that State C can obtain personal jurisdiction over Parent. State A takes no further action. The parties have not signed any written consent selecting a state to modify support.
Discuss which state or states may enforce the existing support order, which state may modify it, and what role UIFSA's continuing, exclusive jurisdiction and registration rules play.
