The House impeached a federal judge for taking bribes. The Senate convicted the judge by the required vote and entered judgment removing the judge and disqualifying him from future federal office. The Senate also purported to impose a $100,000 fine. After removal, federal prosecutors indicted the former judge for bribery.
Separately, Congress enacted a statute providing that no person may serve in the House if the person has previously been censured by any state legislature. A candidate who is 35 years old, a seven-year citizen, and an inhabitant of the state wins a House election but is excluded under the statute because of a state censure. The House later says that, even if the statute is invalid, it could expel the member by a two-thirds vote.
